SUMMARY

The Department of Transportation has issued a Notice of Proposed Rulemaking (NPRM) regarding foreign investment in domestic airlines and the “citizenship” requirements of U.S. airline management teams. Follow this link to view the public comment docket (docket number: 15759).

U.S. Representative James Oberstar (D-MN), with H.R. 4542, and Senator Daniel Inouye (D-HI), with S. 2135, have introduced legislation to postpone the final rulemaking for one (1) year.

The sharp increase in the outsourcing of aircraft maintenance would certainly not be curbed through allowing foreign entities to control revenue functions such as route selection and aircraft purchasing. This is not mention the issue of pensions as a mere bottom-line expense in the eyes of a foreign investor.
